New information and communication technologies play an essential part when improving services, in order to better manage transportation infrastructures or networks, improve passenger information by anticipating disruptions and informing travelers, enhance security or increase the range of services. These intelligent transportation systems may facilitate the dissemination, processing, and exchange of information; they do not by themselves guarantee interoperability.
Transport system interoperability implies a preliminary need and desire stemming for one or more actors or organizations in charge of transportation services to exchange comprehensible and usable information and possibly collaborate. It must be taken into account at a very early stage when setting up new services, and must take place long before the actual development of technical solutions, so as to deal with issues related to the type of language used, to data and media format, as well as the role (and responsibility) of partners, data ownership and protection, and organizational aspects.
It is therefore essential to view a transportation system project as a part of a more « complex » setup, which is made up of several actors, projects and systems. It is necessary to deal not only with the service that is to be offered and the organizational means within the entity, but also with the opportunities and synergies that may be found outside. The main purpose is to implement the best technical solution and guarantee its sustainability.
Interoperability is difficult to implement
The ACTIF project team has therefore described the various stages of an interoperable transportation system projecting a methodology handbook.
